			<content:encoded><![CDATA[<p><a href="http://www.capitalgroupbenefits.com/">Capital Group Benefits</a> provides quality VA health coverage that is both affordable and comprehensive. One of the benefits of VA health coverage is the flexible spending, or health savings account, or HSA. Traditionally, clients can use funds from their HSA to purchase over the counter, or OTC medicines. However, the health care reform bill that was passed in 2010 made it necessary for OTC medicines and drugs to require a prescription from a doctor before funds from your flexible spending account can be used for purchase.</p>
<p>These drugs and medications are all approved by the FDA, and can be purchased without a prescription if you’re not using your flexible spending account money. However, since the flexible spending account and the HSA are both tax breaks, the government wants to reduce the amount of savings to the consumer by requiring a doctor prescription for purchase. Not only is this extra paperwork and procedures for doctors, patients, and insurance companies to deal with, it is also much more expensive. Doctors cannot write prescriptions without examining their patients, so this means a heavier patient load for the doctors and more medical bills for patients. The savings from using the HSA  money is negated by the extra expense from the extra doctor bills.</p>
<p>In fact, lawmakers in Congress are currently considering repealing this part of the health care reform. This part of the reform bill was enacted in 2011, and since then, doctors have been overwhelmed with the extra, unnecessary workload. Basically, it forces doctors to treat traditionally self-treated health problems such as colds and allergies.</p>
<p>VA health coverage joins in with notable organizations to change this law. The AMA, or American Medical Association along with AARP, the U.S. Chamber of Commerce, the Consumer Healthcare Products Association, and the National Association of Manufacturers are working to repeal this part of the reform law. They are holding forth that by limiting the tax-preferred coverage in this way, it is increasing the cost of medical care and is interfering with patient care.</p>
<p>Two pieces of legislation, HR 2529 and S 1368, are aimed at repealing this provision in the health care reform package. This would allow patients to purchase OTC medications for minor injuries and common illnesses without the necessity of a prescription. VA health coverage is in favor of this change, as it will improve the health of our clients and save them, and us, money.</p>
<p>According to the <a href="http://www.ama-assn.org/amednews/2012/05/07/gvl10507.htm">AMA newsletter</a>, most of the Republicans are in favor of repealing this part of the law. They say the burden to the patients and the medical community is unnecessary, and the only purpose for it is to raise revenue for government spending. There are a few Democrats on board, as well.</p>
<p>According to some doctors, there have also been fractures in patient/doctor relationships when doctors refuse to issue a prescription for some OTC treatments such as energy drinks. This drives patients to seek medical help from other providers. VA health coverage will continue to stay abreast of new developments.</p>

However, how does a parent know when their child has a cold, and when it is something worse?</p>
<p>Most parents expect the doctor to “do something” when they take their child to the doctor, perhaps one of the most frustrating things for a parent with a sick child is to hear “it’s a virus”, because that means there are no antibiotics forthcoming. This is because antibiotics don’t work on viruses. Even with the best insurance in Virginia Beach, you may find that your copay or deductible still mean money out-of-pocket for wasted doctor visits. So, how can you know if you should take your child to the doctor?</p>
<p>First of all, if the child is able to go about his daily activities with little problems, it is probably a cold. This will be indicated by a low grade or non-existant fever, a cough, and a clear runny nose. If it is the flu, the child will not feel like doing anything. The child will have a headache and a high fever, along with body aches. However, the breathing will be normal, even if there is a cough. The cough will not produce phlegm.</p>
<p>If the child says his chest hurts, and is coughing up phlegm that is either green or yellow, it may be bronchitis. Bronchitis is an infection of the airways that makes it difficult for the child to breathe. If left untreated, it can turn into pneumonia, which is an accumulation of fluid in the lungs. If the pneumonia remains untreated, it can result in death or invasive forms of pneumonia, including sepsis and meningitis.</p>
<p>This is the frustration for the parent who gets tired of hearing “antibiotics don’t work on viruses”. All of this can start with a cold, which is a virus. Sure, most people get over a cold in about 2 weeks. Most children get about 6 colds a year. But, some children always get secondary infections. In many cases, it is an ear infection, often caused by the same bacteria that produce pneumonia and meningitis. Some children “always” get strep with a cold, or they’ll get bronchitis. Why is this?</p>
<p>When a person gets a cold or hay fever, the sinuses and throat become inflamed and irritated. While the cold virus will burn itself out after a time, it still leaves the mucous membranes irritated and more susceptible to infection from bacteria. This is when S. pneumonia can become implanted in the membranes, causing secondary infections.</p>
<p>The best way to handle this is to keep track of your child’s reactions to a cold. Every time you or your child gets bronchitis, an ear infection, or pneumonia, it makes you more likely to have that same illness later. Tell the doctor up front that this is a chronic problem, so that your insurance in Virginia Beach can get medicine to prevent the secondary infection.</p>

<p>Recently, a study was done among young doctors just entering their chosen profession, to try to determine what they thought the future of medicine would be. The results are reported in <em>American Medical News</em>. Insurance companies in VA found the results quite interesting.</p>
<p>The interviews were conducted by the Physicians Foundation and involved 500 doctors below the age of 40. In general, the respondents were very optimistic about their own futures. At least 80% of the young doctors were satisfied with their practices, and had the intention of remaining where they are for at least 8 years. Shockingly, however, only 22% of these same doctors have an optimistic view of the future of the American health care system. In fact, 57% of them are very pessimistic about this future.</p>
<p>Of the 500 participants in the survey, 250 of the doctors are primary care physicians. 175 of them are medical or surgical office based specialists, while 75 of the respondents are hospital based specialists. All of these young doctors think there is a barrier between themselves and the patients, and say the government is the reason for this barrier.</p>
<p>34% of the respondents say that the Patient Protection and Affordable Care Act, or PPACA, is the main reason for their pessimism. The doctors also don’t trust the government to do what is best for patients and health care, and they believe that patient care will suffer with more government regulation.</p>
<p>In general, the young doctors feel that their relationships with their patients are very good, but that the paperwork and government oversight makes the practice of medicine more distasteful.</p>
<p>As the young doctors see more and more of patient care falling under the red-tape of government oversight, they are more discouraged about the availability of certain medical services and the problems surrounding restricted treatment due to mandatory insurance constraints. The mandatory insurance, rather than promising medical care for uninsured peoples, seems to worry the medical community that medical care may have to be rationed due to overburdening of the health care network.</p>
<p>Insurance companies in VA are not sure, either, where the money is going to come from to require poor people to purchase medical insurance. Some of it is supposed to come from the law in PPACA that requires prescriptions for over the counter drugs, if you want to use your health savings account to buy them. While increasing health care costs by $102 billion a year for the patients, it is supposed to make $2 billion a year in additional taxes, which are targeted to provide health insurance for the uninsured.</p>

<p>Recent studies reported in <em>Medical News Today</em> reinforce that even moderate exercise is very beneficial to individuals, even to the point of increasing their lifespan. Peter Schnohr, with the Copenhagen City Heart studies, reports that his as yet unpublished study has revealed some surprising news for those not dedicated to excessive workouts. It appears, through his studies, that persons who jog at either a slow or an average pace, for an hour to two and a half hours, actually improve their life span.</p>
<p>The reason the researchers felt the need to study this subject is that when jogging became popular back in the 1970s, many middle aged men began jogging. When some men died during their jog, the media interpreted that to mean that jogging was too hard for the systems of ordinary people of middle age.</p>
<p>This study began in 1976 and included 20,000 people, both men and women, between the ages of 20 to 93. This major study has seen the publication of well over 750 papers and has spawned studies in the related areas of stroke, allergy, epilepsy, heart failure, and genetics. The study also included the entire population register of Copenhagen, comparing mortality of joggers and non joggers. This information, readily available to Anthem Virginia, has encouraged the insurance company to continue with the discounts available for people who work out.</p>
<p>In the study, the individual joggers were allowed to rate their own intensity of exercise, since there was such a wide range of ages. The results of mortality rates among jobbers were compared to mortality rates of non-joggers of the same age groups, and the results are shocking. Among the non-jogger group, over a 35 year period of time there were 10,158 deaths. Among the jogging group, there were 122 deaths.</p>
<p>This figures out to an increased life expectancy for male joggers of 6.2 years. Their death rate was reduced by 44%. Female joggers also had a reduced death rate of 44%, and an added 5.6 years in life expectancy.</p>
<p>Furthermore, the most benefits were reported concerning those who participated in moderate to low-stress jogging. The people who did not jog at all, and those who participated in extremes of exercise, had a higher mortality rate. According to the researchers, the best workout is the one that leaves you a little breathless, but not extremely so.</p>
<p>These studies support the other information available to Anthem Virginia concerning physical activity. The health benefits from mild to moderate activity include increased sensitivity to insulin, improved cholesterol levels, with lower triglycerides and increased HDL, lower blood pressure, less likelihood for blood clots, improvement in bone density, better immunities, and reduced markers for inflammation, which is present in most forms of autoimmune diseases and cancers.</p>

As such, we are experienced in keeping track of your Medicare expenditures for medical care and with reimbursing your health care providers for their expenses. However, recent changes to Medicare reimbursement rules, due to the Patient Protection and Affordable Care Act, are making it increasingly difficult for your health care providers to receive payment.</p>
<p>There has, for years, been a procedure in place that requires physicians and other health care providers to verify their charges, preventing them from overcharging for their services. The PPACA changes recently put into effect are designed to make this verification retroactive to 10 years in the past, and have been expanded to include clerical errors and billing mistakes.</p>
<p>According to Dr. Paul Hamlin of the Medical Society of New York, this rule is intended merely to instill fear of the federal government. It’s a threat that is meant to “scare straight” unscrupulous members of the medical community that would defraud the taxpayers and Medicare. However, what is happening is that even the honest doctors are being swept up in a “throw the bums out” mentality that no one can cope with. Every medical procedure runs the risk of a minor billing error, and to have to go back for 10 years and scrutinize every service provided is not only impossible for health care offices, it is a form of blackmail.</p>
<p>In addition, some of the rules for billing and reimbursement conflict with each other, leaving the health care provider with no clear path or direction for billing. Accountants at Anthem BCBS of Virginia work very hard to make sure that physicians and other services are repaid correctly, but the offices of the providers themselves are severely inconvenienced and limited with the need to go through 10 years worth of bookkeeping. Not only that, but the auditing standards vary between statutes, making it possible for auditors to find fault with billing and reimbursement regardless of having received approval in the past.</p>
<p>In addition, doctors are supposed to go through all of their billing for the last 10 years without any indication that there may have been an act of fraud, or even a mistake. This self-auditing is in addition to regular auditing that is performed, and is subject to the conflicting standards.</p>
<p>The new statutes also have changed the window for the return for overpayments to 60 days. However, there is no clarification as to when this 60 day window will begin. There is also no appeals process, and with the combination of complex billing procedures and conflicting rules, the appeals process needs to be provided.</p>
